“Europe’s regulatory environment may indeed slow companies down compared to the US,” explains Lele Cao, Senior Principal AI and Machine Learning Researcher and Research Lead at King at Microsoft. “Stricter guidelines, such as GDPR and forthcoming AI regulations, often require significant resources to ensure compliance. This can slow iteration cycles, particularly in AI and data-driven product development.”
At the same time, Cao argues that regulation doesn’t have to be a blocker. “Balancing innovation with regulatory complexity requires proactive planning and close collaboration with compliance teams,” he adds. “In my current research, we integrate privacy-by-design principles from the outset, turning regulation into a competitive advantage by fostering user trust.”
Still, he notes that among external industry practitioners, particularly in experimental AI/ML, the weight of compliance can feel overly cautious, at times delaying promising research.

“I think people make this a bigger problem than it is. Yes, of course, we have a lot of new regulations coming in Europe. Not all of them are perfect in any way. But most of the things we do with AI, that we build with AI as normal companies, are not high risk. They're considered low risk. And so this is not something that the EU AI Act, for instance, should stop in any way.”
He believes that wherever the EU AI Act addresses these high-risk cases, it's because they are high-risk and because these models could potentially affect people.
He stresses, “Of course, we should have these regulations. Why shouldn't we?"
Strand's argument aligns with a broader understanding that as technologies become more powerful, their impact on society, privacy, and security intensifies. When left entirely unregulated, innovation can quickly spiral into ethical dilemmas and unintended consequences.
He argues that research already shows that AI is 80% more effective at changing people's minds than other people.
"If we talk about why regulations need to be in place, well, the case is quite clear that AI is a technology, unlike anything we've seen before. It's affecting people in ways that we haven't seen before. If we think social media has been affecting people and how we relate to each other and our society, think AI is a hundred times that, if not more.”
Others share this perspective, seeing regulators' role as not merely preventing bad actors but ensuring that technological advances are responsible and beneficial for society as a whole.
In Strand’s view, a well-defined regulatory framework does not stifle creativity; rather, it creates a framework within which innovation can thrive while being mindful of ethical considerations.

“It gives us the possibility to master our own tools from data lineage, which is something that can trace back the origin of the data.” With such tools, companies can ensure they are reporting accurate numbers and, more importantly, provide transparency to regulators.
Ultimately, Yassin's perspective exemplifies how a collaborative relationship between innovators and regulators can drive more thoughtful, effective regulation while supporting technological growth. By working with regulators early on, companies like Booking are not only shaping regulations but also strengthening their own data practices, ensuring they can innovate responsibly while maintaining trust with consumers and regulators alike.

Neither the US nor Europe has fully figured it out.
